CSS Webpage Script

Righto, My Clan Leader has asked me to look into putting a command on the CS: Source Server that when /register is typed in game chat, this loads a webpage with forum registration. I presume this is server side coding, which i have not touched before. However I'm not new to programming.

Any help or links to stuff that would help would be appreciated
