I've currently own a copy on HL2 for PC, but my PC is getting old and rather than upgrade I thought why not get a 360. Before I do, I want to make sure I can still install HL2 mods on my xbox. I don't mind If i have to use my pc to do the development (infact I'd perfer it), I just want some way to throwing my mods onto the xbox when im done.

Nope. The lack of custom content like mods and maps on consoles is their biggest flaw IMO.

You can play custom levels on the Xbox version of Half-Life 2. I don't know about the Xbox 360 version.

I thought that if you had XNA you could do stuff like that.

You can make first-party games with XNA, not alter other people's games to make third-party mods. Secondly, Microsoft don't want to have free games using their Xbox Live bandwidth. Since according to the EULA with moddable games you cannot charge for mods, you're a bit stuck for how you're gonna share your work once done. Lastly, even if you do make a first-party game for XNA (instead of a mod), there's a really tight admissions process to get a developer license and the right to use Xbox Live to sell it, it's still very expensive to make and sell a game on there (in the $100,000s).

You could get Linux working on the old Xbox so I think theoretically it would be possible to make some sort of mod, but distributing it would be nigh on impossible, and the types of games you'd be limited to modding would be close to zero.

You can do some limited map editing with Halo that actually has a great interface (if limited to just editing what is already there). You can make maps and I think throw them up on your live space or something. Other than that, on the 360 you can't really 'mod' in the deeper sense of the word.
