Do the Combine Control Xen??

I ask this because the GMan says that Xen is in their control for the time being, yet Raising the Bar has pictures of Xen with Citadels and Combine technology over it (we know that GMan is not for the Combine). So who controls Xen and how did the Combine get to Earth if they do not control it? (I assumed they used the portal storms to their advantage)
