in various parts of the game, where you come in close contact to (what i think is) the base of the citadel - namely in nova prospekt and city 17 - portions of the wall move and actually seem to 'grow' to a certain degree? the one scene that comes to mind is during nova prospekt, where you're forced to get through the opening before the walls crush you.

what exactly is the thing that's moving? is it growing, building upon itself? it almost seems crystaline in structure, and seems to act in the way that ice forms, albeit in a much more mammoth scale.
 
All citadel movement is scripted, but their intention is to give us the impression that the citadel is slowly eating the city.
 
of course it's scripted, no doubting that. but they're trying to say the 'machine' that is the citadel is consuming everything in it's expanse?
 
Slowly, yes :)

If you when you first walk out into the street at the very begining. well when you come back there later in the game (follow freeman or anticitizen one, forget which), suddenly its bordered by citadel wall.
 
Maybe it takes what it consumes and adds it to the building. Otherwise, whats the point of it eating the city? Maybe eventually the whole city is going to be one giant Citadel?
 
At the original E3 2003 presentation they said the Citadel was slowly eating it's way through City 17.

In fact they actually said "The COMBINE is a fortress that is slowly eating it's way through City 17"
