Extreme choppyness in all Steam games

Around 3 months ago, all my steam games have suffered by choppyness and lag, online and offline. I have tried things such as defragmenting, validating steam files, and more stuff like that. It still does it, and it makes all the games unplayable. I bought Red Orchestra, but I was haunted by problematic lag and choppyness.

My desktop rez is 1280x1024, and all my Steam games are 1024x768, on a 17'' CRT. I've tried different variations of that, and it's still choppy. Maybe I should just reinstall steam? Maybe that'll work??

If I do that, will I still have all my games that I payed for? Will I just have to re-download the games that were already in Steam?

I could run all Steam games medium/high with 45+ FPS.

My computer runs the best, probably of all ever. Absolutely no spyware or any of that crap. 11 processes at start-up. Boot time is about 10 seconds.

To answer your question, yes you will be able to download all games you have paid for plus sources.
While you're at it, let me know what's the refreshment rate of your CRT, it should be around 75-85Hertz. Also try to run Game at same resolution rate as your screen, either 1280x102 or 1024x768, see if you have "Wait synchronization" off in the game.
