I think they automatically deducted some percentage for a lack of HL2-themed multiplayer, if I remember correctly.

And that magazine is also notorious for giving harsh reviews. But mainly they said if HL2 had its own themed MP, it would've gotten the greatest score ever. and the other 9/10 was given because GMC believe that no game is perfect, even though they really wanted to give it a 10/10

Yeah i tend agree. Not all of them though, and sometimes a 10/10 can be truly warranted but only rarely.
