Gold=Steam HL2 playable?

If HL2 goes gold, will anyone who downloaded HL2 be able to play it on the day it goes gold? I don't see why we would have to wait for the game to hit retail stores before Steam purchasers can play it. Or will it be playable on the actual release date? It make more sense and be better business strategy for Valve to allow Steam purchasers to play HL2 on the day it goes gold.

I presume, the Steam version would be at the same time it is officially released in the Us. That is for everyone around the world that wants to get it through Steam.
