hdr cubemaps to bright

when i use hdr and cubemaps all reflective models textures gets to bright, so you only see a bright light instead of textures.
what causes this, can you turn of reflections or tone them down?
 
did you remember to build the cubemaps and reload the map? thats what HDR surfaces usually look like before hand.
 
yes i build the cubemaps in fortress forever and then import in TF2.
also i noticed that if i use a pakzip to add files to a bsp with working cubemaps i will loose it and it will give same shine.
