I am asking for the command line to DOWNLOAD THE SOURCE FILES FOR A DEDICATED SERVER.

Missing the point, friend...

Map auto downloading just means that if and when dedicated servers begin to put custom made map on all source games (dod, cs, hl2dm) they will have the option to redirect map downloads to clients via web servers and ftp servers to take off the bottleneck of the game server.

um? so theres a seperate updater that doenst run through steam for a standalone server?
 
Yes, in fact for standalone servers Valve strongly recommends you stay clear of the Steam based servers. They are nice for temporary use IE: testing things but not for the real deal.

There is a program that Steam has called hldsUpdatetool.exe. With the proper command lines you can download the dedicated server files for the game you specify. The list includes CS:S, CS, HLDM, and the other oldies.
 
If Steam was setup correctly I would download the dedicated server from that and use it until an answer came through.

However, Steam attempts to download over 4 gigabytes for the dedicated server. With the hldsupdatetool from steam, it only required a little less than 400megs for the CS:S.
