How do I change my content server?

How do I change my content server? I am not getting the update after restarting steam. I am stuck on server 11.

My preload is stuck too

server 6 for me, try loging out and then back in again. and just wait.

The only time I've had problems, I just needed to close and restart Steam over and over until it went...

I downloaded the most recent CS:S update off of the Redphive.org server at about 100kb/s. PITIFUL. I could not change it.
