OK... after the events of hl1, the scientists and barney escape and tell the world about what happened at black mesa - including Breen's involvement. This is out in public for something like 3 or 4 years before the combine invades. Breen has to be a public figure at this time or else he would not have had the power to organize an earthwide surrender through all the chaos. If breen ever went out in public however, he would have been promptly executed by... well... anyone who knows anything about black mesa, which is everyone still alive. What exactly has Breen been doing for four years? I feel that he was hiding out with the combine, that he had absolutely no control over the organization of earth's defense, and that after the combine invaded he staged a mock "I am assuming command of all earth's forces, and this is earth's official surrender. All those who continue to resist will be treated as criminals etc."
Essentially what I'm asking is, has valve given us any hints as to how breen spent those four years, or exactly what the nature of his "surrender" was?
