But there seems to be a determined effort on IRC at the moment to get hl2 multiplayer working by reverse engineering the file formats and creating new, maps, models, etc.
Mainly possible due to the similarity to the hl1 format.

Now on the one hand this is bad because of the whole warez like nature of it.

On the other hand it is good, because it show the dedication and talent out there in the community and bodes well for some very good future mods.

I also find it ironic that the first hl2 mod will probably be released before hl2.

It would seem so, all the mechanics so to speak seems to be there, it's just a question of figuring out the details and putting in the art work.
After all working from the full source give you a pretty f'ing large head start.

i doubt a complete mod could be made before hl2 is done. Having to make everything from scratch takes a long time

To any semblance of quality yes, but hacking something together to show it can be done should be easily achievable, especially if there is a month or more to do it in.
