I got ownt by a glitch

I'm playing Morrowind and I've done a quest for Caius the one where you go to Vivec and talk to three people for info on the Nervarine and the Sixth House, I've finished it and now I cant report back to him and finish the quest there's no option to tell him I'm finished. I can just talk to him about orders and he still says something like "Like I said go talk to the folowing people in Vivec..." I haven't sold the notes or the book or dropped them anywhere and all the journal entries that you get after you get the info are there.

Is there some variable I need to change in the console or something?

You might try checking or posting in the official elder scrolls fourms if you haven't already. I don't have an answer to your question but I believe similar problems have been solved through the console.
