Yes, there was gonna be a level on an icebreaker called the borealis but it didnt make it into the final game.

Just look at the link you posted. It answers your question:

....hl2concepts1.jpg. Concept art. Most of the concept art I have seen is not in the game. Very little of it made it in the same form as the concept art. Any that did was majorly altered. The only thing I can think of is the Combine APC remains very similar to the concept.
