Install the game on 4 PC's. (with the same steam account)
Put Steam into offline mode in all of them and load up the games.
Join a game via LAN/WirelessLAN through the 4pc's and play?

Would steam or the game allow that?

It doesn't work. You can't join a multiplayer lobby without being connected. It simply won't let you.
