Thats a lie... I heard it from the same dude, who was mistaken. She only did HL, im afraid, at least according to IMDB (which knows EVERYTHING about movies, even those 'uncredited.')

I wish that HL2 went into more detail regarding the Overwatch. Was it a machine? Was it some creepy bitch hanging out in front of a mic? Where did that voice come from?

Any way, I hope it makes a return in HL3. Even if you killed everybody in your area, you'd always hear her saying something about you, calling more units to your vincinity, and telling you specifically to turn yourself in. It was like it always knew where you were. It was unsettling, which made it great.

Sounded like some sort of AI construct to me. Think the computer from Star Trek. She seems to be a vocal manifestation of the Combine command & control system. She's monitoring everything from the Civil Protection units, to the weapon confiscation devices inside the Citadel.

The most impressive thing I've heard from the Overwatch dispatcher is when Alyx reprograms the turrets, and the dispatcher detects that the reprogramming has occured, and also, at some point in Nova Prospekt:

"Overwatch acknowledges critical exogen breach. Airwatch augmentation force dispatched and inbound. Hold for reinforcement."

Yes. I assure you, it was a joke. I have no idea what that woman looks like, but you can't really tell what someone looks like by their voice. A lot of fat, ugly women have cute, high-pitched voices.
