Someone said I need RAM with loose timing(i have no idea whats loose or tight) And I need to check it, because im buying another 512 stick and I want them to be a close match on timing

That's odd. I have no explanation for that. Maybe someone else can help you with that problem. But believe me, CPU-Z does tell you your RAM timing.

open your box and look on the chip... it should say C.L #.# or something ( i think thats it )... it should be on the chip
