Lost Coast - You can explore village.

After getting to the top of the cliff go up the stairs through the small tunnel and jump up on the wall/ledge that over looks the village. Get a running start and jump toward the closest grass. You need some health because you will take damage. From there you can get to the village. To get down to the power plant from the village walk up to a grass ledge overlooking the plant and just when you drop off the ledge walk backwards and you will slide down the edge softly. Nothing really to do over there, just fun to explore the whole map.

Is there any in the town worth looking at? Or is it just low res textures on some uninteractable buildings? I mean if it was meant to just be background i'd expect it to just be nothing.

It's nothing. You can walk trough the buildings, nothing to do.
