Does it really matter? A constant FPS of 60 is actually very good and I really doubt you notice much of a difference between 60 and 100. Even so, sounds like you have VSYNC enabled which means your FPS will only ever be as high as the refresh rate of your monitor. This is to prevent visual 'tearing'. If you want to disable it you can do so via the video settings.
