maxplayers forced to 16? update to 19 forces this?

hi all, server was peachy (w/ 28 players) before upgrading to engine19, now I can't set maxplayers to more than 16. I forced it on command line (this is linux btw) and also on the valve.rc and still no dice. suggestions? don't tell me this part of valve's patching!!


please help!
