Anyway (if I remember correctly) you need jump in the hole the creature resided in, swim up through the water and there should be opening to make your way through near the surface.

Swim down to the bottom. You'll find magnum ammo and a dead guard.

yea ive swam to the bottum but im blocked my 3 fans and when i swim around that area there theres nothing

Ok, in English: Did you try to blow those fans open with a grenade?

Um... three fans? A screenshot would help.

Often you can go through fans (I think that's what you have to do here from the sound of it) or they blow you upwards, but won't do if you're underwater.
