In Nova Prospekt when you are breaking in the loud speaker says something like "Containment team, relase all political conscritpts." Isnt a conscript a draftee. Figured one of you "super genious" guys would know.

Yup, a conscript is someone forced to join the army.

So, instead of having political prisoners, the combine just force their captives to work for them as political conscripts. Through being turned into a stalker and maybe CP's or Overwatch through brainwashing.

Yeah, basically, they make Combine soldiers at Nova Prospekt... so the political prisoners, which speak out against Breen or do something similar, are quite likely to become Combine Soldiers. That is, if they don't get killed off for experiments or used as slaves elsewhere.
