Yeah I also noticed some Russian text in hl2.
Most of it was just random letters though

Have you been following HL2? It's based in East Europe in a place called "City 17". Hence the Russian, probably from the communist days, or just from the fact that many Russian people lived there before the combine invasion (a lot of Russians live in East Europe to this day, including Germany)

There's no random Russian text, all Russian text is with meaning. There are some random writings, but those are either not in Russian or in a mixed script.

I noticed only 3 or 4 real words

So did I, but I didn't noticed any non-real words written entirely with the Russian alphabet.

The russian text and the architecture is not meant to resemble any single country, simply Eastern Europe in general. It's all for effect. For christ's sake, the NPCs speak American English.
