Side Quests Trouble

I picked up about half a dozen side quests from two cities but i am having trouble finishing them.The npc's either don't trust me or are hiding in their houses.For example,i am supposed to recover some money for a npc in "Bruma" but i am unable to because she doesn't trust me.In another quest a few merchants got me to investigate a rival merchant of theirs(Thoromir?) but the npc that he's dealing with locked himself in his house and won't come out anymore.Some of these quests are quite frustrating an dtime consuming i have to say.Do i have to work on my charisma skill(s),fame etc?
Help me out here plz.

Try raising your disposition with them, or bribe them until they like you
 
I play the speechcraft minigame with basically every NPC I meet. Once you get the hang of it, it's pretty addicting. Oh, and bribing helps too off course. If you have enough gold, just bribe them to the max.

I play it with most npcs and spend considerable amount of time trying to up their disposition towards me but I never see a measureable result ..none of the dialogues are different after raising my disposition

I have seen huge differences, there are quests and offers I was not able to get until I use the "improve disposition" minigame to max out their disposition and some I had to use voice of the emperor on to even get in addition to the minigame. Some I cannot even get with both, yet...

As a hint if a dialog option does not get grayed out the NPC has more to say about the subject. Usually you have ton raise your disposition to find out more.
 
If you've got some skill in Illusion, there are charm spells that can cause disposition to skyrocket.
