I was wondering if anyone knew what the best program is of creating and editing mods for Sins of a Solar Empire? And what mods would be good to take a look at for ideas about how it has been done in the past? Or any ideas about mods that would be fun to play.

I couldn’t find a post on this already but if there is one please feel free to point out what an idiot I am and then could you very kindly point be in the right direction.

I don't know a thing about Sins modding, but I did some quick googling. Map design etc is done in Galaxy Forge, the custom Sins modding tool, and I imagine you can do lots of other stuff besides just make maps like create materials, edit scripts to create units, play with particle effects and stuff etc.

It has a lot of resources to get you started. You might also wanna ask some people who have already released Sins mods for tips:

Modding is a shit ton of work though, even to accomplish the tiniest things... so if you couldn't find this info yourself (all I did was type "sins of a solar empire modding" into Google, top few results) you are probably not cut out for this kind of work
