From what I have read from the a magazine based on aftermath, I assume that G-man wants Gordon to piss off, cause the Rebels have nothing to do with his plans.
The following is my speculation and may not be true, if it is true, it is not a wonder, cause I generally, own.
The Justification of the Friendly Fire system.
A: Since there were more "Story-telling" moments in Half-life 2, VALVe thought we would have an itchy trigger finger (like a rather unamned US marines dudes in Iraq *cough*)
anywhom..
So they put Friendly Fire in, so we wouldnt kill Alyx, Mossman or any other key characters.
B: In Half-life 1, Even the Scientists were bad guys (in a sense) They might be cowards when it comes to combat, but most of them were working on things that could endanger the country or perhaps the world. The "Resonance Cascade incident" is a cerfication of that.
So Killing most of the scientists in Half-life 1 (if you wanted to) was justifiable because A: its a video game and B: They are evil and Nefarious
C: In Half-life 2, The Rebels, Citizens and Refugees are people struggling with the Aftermath (no pun intended) of the Black Mesa incident which caused the portal storms later on, so in theory, Gordon Freeman is a bad guy, (But of course he caused the portal storms without realising it, but is still cleaning up the mess he accidently made)
Now the People of City 17, are people under suffering of the vindictive combine, have done nothing wrong to recieve what fates they might have had upon them (Being turned into Stalkers, Combine Overwatch Staff etc)
But however the Scientists in HL1 most, if not all of them are guilty as hell so they deserve everything they get.
The barney's though, are the young naive security guards who have no clue what the hell is going on, So thats why Barney is so lovable.
Eli is one of the nice ones who befriended the Vortigaunts (I assume in Black Mesa on his way out, and Gordon killed the Nihanlnth by then, but who knows Eli might have befriended them in City 17 or w/e)
Kliener, I personally don't trust at all, maybe he is like Gordon and wants to clean up his fellow collegues and his own mess that they made back at Black mesa.
Mossman is one of the following, A scientist on Black Mesa but was in the crappy lower levels of science who was doing pretty simple and not that interesting scientifictal research (Lookin at toasters go black when being hit by a laser, that type of stuff
)
OR
Just a Normal Civlian who tried to get a degree to work in Black Mesa but got Out-Brained by Gordon
Onto the G-man..
In Half-life 1, He didn't really associate himself with the Scientist that much except for the time he was talking to a Scieintist before the Resoance Cascade.
It is rumored he is associated with the Miltary that wiped out the Scientists, (which caused the mess in the first place)
but enough of the rumors back to the facts.
G-man kept "stalking" Gordon, watched do all sorts of "OMGWTFBBQ" tricks
After Gordon killed the Alien Baby, G-man hired Gordon to take advantage of his "talents"
His Relations to the Xenians are unknown, (The Vortigaunts do talk a bit about the G-man like if he is a God or something? clue?)
His Relations with the Rebels, are merely speculated, He has been on TV (Route Kanal) So he has conversations with Odessa (Rumored to Supply the RPG that was used to defeat the Gunship, it is a big possiblity he did) and possibly telekineticly to the Vortigaunts.
The Fact that the Magazine says "Gordon goes out of G-man's Influence" makes me speculate, that G-man gave Gordon the task to disrupt Combine power on Earth. He pretty much completed that when Destroyin the Supression field, and the Entanglement Dark Energy Fusion Reactior.
But Alas, somehow Gordon doesn't want to and doesn't stay in stasis to await for his next assignment, I presume he wants to contiune his journey with his new friends (Barney, Alyx and the other rebels he has befriended) and stop the combine, and unravel some of the mysteries and Find the Real Foe behind the whole thing.
Well thats my theoritical mind layed at rest..
