Starting Steam offline

Is there a way of starting steam offline without unplugging the network cable the plugging it back in?

no i want it to load up in offline mode... so that it doesn't up all of the bandwidth

that will make it load up in offline mode. and it barely uses any bandwidth anyway..

dont connect to the internet, start steam, then it asks if you want to start in offline mode, click yes....

Get a software firewall and say "No" when it asks you if Steam can connect.

Him not being on dial-up is extremely relevant. Broadband users can't just turn off their Internet connections with great ease whenever they want to, like dial-up users can.

Steam always connects too quickly for me to hit the "Cancel" button.
