lol he knows, he means when he goes home to his connection where ports are not blocked. Same situation here at my school... I believe restarting Steam will only apply the GUI changes and any updates, correct? So I think the first reply was right.

I don't think so. Steam won't change anything when I restart it because it can't download any updates through itself, because of the blocked ports. But can't I at least get the Steam-specific changes by uninstalling Steam and redownloading the actual .exe myself from steampowered.com and reinstalling it? Then I'd have the new Steam but with my old .gcfs still (which I still would not be able to update).

Do I have this right?
 
Re-downloading the .exe from steampowered won't come with all the updates, the updates are only downloaded and applied once the actualy application is restarted itself, the .exe's don't come fully updated, they are just a basic setup.

But I imagine that basic setup would have to be updated, no?

Oh well, looks like I'll be using the current GUI until Christmas. :(

On a side note, I've been looking for a way to set up a VPN so I can use my home internet connection here at school to use Steam normally. If anyone can help it would be very appreciated.
 
this is definitely good news :)
being able to customize Steam is nice and all but mainly im interested in the tweaks and bug fixes which will come with Steam 3.

No. Even if the EXE had the changes, you'd be stuffed because the new installation would need to connect to Steam at least once in order for offline mode to be enabled.
