Steam killing anyone elses network?

Hmmm.. for some reason today, if I have Steam open and try to refreash a server list (CS) I'll competly lag out and have extreemly slow network speed untill I kill Steam, then my pings return to normal. Even while not actually refreshing a list, I'm still completly lagged out untill Steam is exited.

Anyone else getting this?
