Stuck- How to take out an APC

I'm stuck tiring to get the citizens to the train station. I'm to the part were the APC rolls up. I've tried shooting rockets and throwing grenades underneath it but with no luck. What's the best way to take out the APC?

Like 3 rockets to the top of it.

Took me a while too

Just keep getting rockets and shooting at it, theres only one more citizen "rescue" bit after the APC bit, and that bit is easy
