stuck in Anticitizen One

I can’t fine anyone else having a hard time in the same location of Anticitizen One anywhere on the message board, so my guess is that I just passed it or haven’t done something.

First screenshot is basically where I am stuck…

Second screenshot is the only likely exit I can find, but it will not open. How do I open it or is there somewhere else I am supposed to be?

Check it out. I can't remember from the screen shots exactly what order you have to do things.

Here are some more screenshot to help get your bearings.

The only two people i have with me are in the next screen shot, they both move around but they don't open any gates.

Go in the building, up one of the flights of stairs, there should be a hole that drops down to the bottom floor again in another part of the building. Drop down, and you should be behind the combine barrier.
