Stuck in route kanal

I've passed some radioactive water, and reached an air-boat, locked in behind a gate. There is a valve beside the gate, but nothing happens when I try to activate it. Please help with tips on how to open the gate!

Isnt that guy meant to talk to you then let you use the airboat?

have you tryed geting in the boat .... maybe the dude well open the gate for you

just get on top of the boat, press E(or whatever your "use" key is) and she will open it for you!

Tried all suggestions above, none worked for me. The girl at the pier just stands there like a statue, even if I enter the boat. I basically just ran through the area before this, without any interaction with the people I passed. Is there anything I should have done before entering the boat?

She should spring into life when you get within range, obviously she hasn't. Try going back a bit and triggering her? Might have to reload a save if not.
