stuck on level 3 help

Im stuck in a room where there is a ladder that goes up, at the top u can walk the pipes to another side where u take the ladder down to a well. your in the water and there are 2 gates which dont open under water to get to the other side what do i do?
no is u take the original ladder down , its a well with a huge pipe u cant jump into.. so im stuck both ways here..

also when i go up the ladder, walk the pipe there is a vent enterance which i cant jump into.. any clues guys?

Go down into the pipes and there is a wheel, this brings the water level up. Then go back to where the manhacks were with all the barrels. Go down into the huge pipe and across.
