ok im stuck lol, tried it for like 30 mins and still dunno what to do.

Dude, firstly you need to put a REAL BIG spoiler warning for that picture...
Secondly; the anwser is

you need to climb to the top of the citadel so that you are looking down at Dr. Breen, thereafter you ought to be able to figure things out.

OK i go to the very top, and the portal opens, but if i go one down, i cant find anything to do. I have tried shooting the energy balls and him, and the top. But nothing.

Make your way around the room until you see a small ramp going towards the chamber. Jump from it to the verttically moving parts. they will take you up a level and repeat. Once you get all the way to the top, you will see Alyx behind the window, in the room where she send you down the elevator. Pull the globes from the streams and shoot the spinning transporter many times, while dodging.....
