Super Admin Help

Ok, so i re-installed my server files and i am having problems making myself admin again. Before i got it by making my users.txt file look like this

{
	"superadmin" //This is a user group. Groups are useful to LUA coders.
	{
		"sirfenby"			"STEAM_0:1:14963138"    //Garry is a user in the superadmin group. 
		"sirfenby"			"STEAM_0:1:14963138" //To be the server admin, your Steam ID should go here
	}

	"admin" //Another user group.
	{
		"garry"			"STEAM_0:1:7099"    //Your ID could go here as well without a significant decrease in admin power.
	}
}

i did the same thing this time and it isint reading me as any type of admin, and no i wasent using SS or ULX and i am not using it now.
