Taturana'a Mod

I was on File Front and downloaded Taturana's Mod. I have no idea how to activate it, the read me that came with it was useless. Can anyone clue me in as to how I install it properly.

Also, I want anyone who reads this to post a link to their favorite mod explaining what it does briefly or in your opinion the best mod to date of all. I am trying to breath new life into the game. Thank you all.

The only good mods out are:
Garrys mod = sandbox mod with coop, new game modes and weapons etc.
Minerva = Awesome singleplayer
Dystopia = sci fi multiplayer, very polished
Hidden = Predator alike multiplayer

TBH most others (empires, battlegrounds,sourceforts, HL2CTF, smod) are fun but not really worth your time when there is better quality out there

what readme?
smod if that is what you are talking about will download/unzip into your mod folder and can be started then in your steam games
