TF2 wont continue downloading

OK I assume you've right clicked the game and clicked 'pause download' then resume again?
Also try going to your Library tab - then to the downloads sub-tab and find TF2 and try resuming it there by pressing the button on the right side.
If neither of those have worked this will certainly do it. Close Steam. Go to your Steam folder - X:/Program Files/Steam (default location) - find a file called ClientRegistry.blob - delete it. Restart Steam and it will reacquire the file. TF2 should resume downloading.

It happens on Steam commonly when their servers are overloaded(or another issue). It usually resumes downloading after a hour or two.
Otherwise go to settings>interface>downloads and set the DL server location to something else.

I can't find downloads in interface or in downloads.

In the Steam window - View>Settings>Downloads + Cloud. Make sure your internet connection isn't set to 56k and is correct. Change the download location.
Also, do you have always update set for TF2? Right click TF2 > properties > Updates tab > Always keep this game up to date.
Also verify your TF2 files if you're still having problems - it may kick it into life. You verify your files on the next tab along after Updates called Local Files > verify integrity of game cache.
