The !MENU commands

Most of the servers have the admin !MENU addon, but I cant seem to find it. Like !RAGDOLL "PLAYERNAME", !FREEZE "PLAYERNAME" !SLAP "PLAYERNAME" !IGNITE "PLAYERNAME" ect. Where do I get it? Tried Google.

Thanks, I did not know what to look for, so I put in !MENU commands for GMOD and nothing came up. Thanks A LOT
