At his PC performance.

PC Specs -

E6300 @ 1.86 ghz
2 Gigs of DDR 2
2 Geforce 7950 GX 2 Cards

Updated Nvidia drivers, no spyware, recently reformated, etc.

I'm getting 20-30 FPS at some points in Dod:S
Yes, I do have everything enabled running at 1680x1050 (AAx2, HDR, etc)

I used to run at this before, but for whatever reason, it's shatting out on me. I googled the problem and it seems there's a large amount of people who have this problem but I haven't seen a solution.

My 06 benchmark seems to be normal

So you're running quad SLI? Don't know too much about quad sli, but I know most of the problems were driver based. Also your cpu will have a hell of a load on that setup. It might very well be just your cpu holding you back.
 
Can you explain to me what Quad Sli is?
I understood that the 7950 gx2 was two cards, built as one. Quad would be 4 cards wouldn't it? On my device manager it lists "Geforce 7950 gx2" twice.
 
Yeah two times the GX2 is quad sli. The only use the extra GX2 has is advanced SLI AntiAliasing. Overclocking your cpu will help you a lot.
 
i heard I can overclock my 1.8 to a 3.0, is this true?
I've got the beefiest cpu fan I've ever seen, it's a dell xps.
 
Rofl, 3.0 is probably possible if you are experienced at overclocking (Atleast, I'm guessing).
A 2.4 overclock should be really easy to pull off though, and you could experiment for higher if you want. (Core 2 Duo is very overclockable)
 
Yes the stock cooler can take up to 3ghz something. The chip can do more than 3.3ghz, but it really depends on the mainboard how far you can take it. I'm running mine at 3304mhz (7x472).
 
Yeah, I bet OCing your CPU would help a lot. I think Quad SLI has a lot of overhead and needs to be feed info fast (4 cores you need to put to work after all).
