"validating" annoyance

Every time I start up Episode two, I get this "Validating" pop-up which instantly reaches 100%. Once it reaches 100% the pop-up disappears ,but the status for Episode 2 reads "Validating: 100%", even having double-clicked it again and again, it stays like that. I wait for a few minutes, even restart Steam and my computer entirely. Episode 2 seems to load up whenever it feels like it.

What could it be? Is it fixable? If so, how?

Maybe try:

Verify game cache
defragment cache files
and if all else fails, delete local content.
