Water Hazard... Just killed the helicopter...

I just destroyed the second helicopter.. I'm in a big open area.. there are explosives in the pool in the middleisharea... there's two boats on the "shore"... I need to get up where the gate is to open it... what do I do? I've been trying everything.. even stacking barrels to climb stuff... help!

This is the wrong place, but I'm in exactly the same location:

There's a white gate. Drive over there, hop up a ladder, and turn the wheel... once it 'clicks', it's locked in place and you can just sail on through.

Frustrating getting stuck, I know.

looks for some logs or something near the building to the left of the spillway/dam

it's a jump and will let you look around that building, then have fun!

story starts getting better right after that.
