Unfortunatly I can't make your Website due to a lack of free time but I can offer you my help and advices.

What are your needs exactly?
What sections would you like to have?
What is the theme of the Web site? Obviously the main theme is CS:S but what is the main objective of that Web site? Do you have a clan name? (I bet you do), do you have a logo?
Do you already have a host, a domain name?

For the forum I would suggest using free ones since there are already many good/free forums available and otherwise it would take alot of time to build one from scratch.

Well Puzzle, setting up a forum and creating a forum are 2 very different things. I've written a forum before...a lot of testing goes into that considering how you design it. My design was around the basis of flexibility to allow alot of custom content. That really changes how you design one cuz you have to take into account for so much more. For one thats just made to do what you want, thats pretty easy to write. Of course your most likely talking about setting one up which is beyond easy.

You mean writing one in PHP? Just use PHPBB, the open source forum if you want flexibility. They are coming out with a new version soon, too.
