i just got gfcScape because i want to decompile bsp files but i keep getting this error

Try going into 'options', and turning on Volatile Access.

Did you say you want to decompile bsp files? Or was it a typo? Or did you mean, extract the maps (bsp) from the gcf?
If you want to extract the stuff from a gcf then gcfScape is what you need, just close Steam like the others said, but if you want to decompile maps then it's another story.
