What it helps to preload

i dont get it , when i done preloading what happends i can play it? its a little episode of the game or what?

No, its textures, audios etc. They're splitting it up into parts so Steam bandwith doesn't exceed.

You're basically eventually downloading everything that you need to play the full game, but you can't actually play it until a later date - the release date that Valve decides. On that day, the content is unlocked, and you're free to play the game.
