Anyone know what to do from here

The second Img is what is behind the first Img.

In the first screenshot, turn left and there's a little platform with a yellow lever on it. It moves a 'thing' so can get to the next ramp near the building .

To be more clear on the first comment. In the first screen shot, there is a platform with a chair on it. That's where you're headed. Between you and thatplatform there is a cable. Follow the cable to the left and there is a control tower with a lever in it.
