Wtf ?

How do I get my console to open up ? I know dumb question.
I know what key it is but it just won't do anything. Can you open it any time during game play or does it have to be opened at the main menu ?

Right-click on your HL2 icon and add "-console" to the path.

If you're using Steam, right-click on the icon, go to properties, and then launch options. Add "-console" there.

easier way. go to keyboard, advanced, then tick the 'enable developers console' box. done

I have done the two things, and the console opens in the beggining, but if I close it I can't open it again!!!! I dunno why...
