Usb polling rate is much faster than ps/2's i think ps/2's is like 60hz and usb's is like 400hz.

No, that just means that each pipe can do either vertex or pixel work not both at the same time.

x2 3800+ is good enough if you know how to overclock. Make sure you dont get the single core 3800. Get an antec or something with 480w or more. With that kind of budget you could definitely get a cheap 7800gtx isntead of a gt, the extra 4 pipes are worth it.
