To see the aftermath if Breen said a few simple words
"I offer my unconditional surrender. All Combine forces are to lay down their arms immediately. We surrender."

He did. That's how the 7 Hour War ended. How would this make for a good expansion? A game revolving around the discussion of terms with a giant slug?

Uhh, I know? Breen is a puppet- I somehow doubt an intergalactic and interdimensional military of a vast civilization would have taken Breen's "surrender" as the authoritative law.

Rimfire seems to think I meant Breen was of no authority to surrender Earth- I know that he did. I'm saying he's not exactly calling the big shots for the Combine- especially if he wanted to use his titular position to wave the white flag of the Combine, surrendering to the then LOSING resistance.

yeah, Breen was probably a puppet for the Combine from the beginning. He was most likely a somewhat powerful figure on Earth (making speeches to all the other Earthlings about how they could work together with the Combine), and then when defeat was inevitable he was the one who arranged the surrender.
