... Reskinned Combine? We went crazy talking about these buggers back in the early days waiting for the 1st Episode, but I seem to only remember fighting the good old Frank Sinatra Combine Soldiers and the cycloptic Assassin substitute Elites.
My guess is that they're saving them for later chapters, because they didn't feel it made sense to have all these new Soldiers appear in City 17 when they could be better explained as coming from somewhere else entirely.
