I just brought out my ancient HL1 manual to have a look at the letter in the begging, and though it does say that i comes from the "Civilian Recruitment Division", it also states as the very first sentence that it has been sent from the "Office of the Administrator". The only thing is, the letter is signed "lm", obviously someone other than Breen. So the letter is probably just from the administrator of the civilian recruitment division, was just wondering if there where any other thoughts about the letter though.

Your theory is possibly right, although my best bet is that it just slipped their minds.
I'm not at all saying HL1 was quickly put together without much thought, but I doubt anyone will disagree when I say HL2 and HL3 probably will have a lot more thought behind them, continuity-wise.

If anything it would have been written by the secretary and signed by the administrator...not the other way round.

Thats actually true... but AJ Rimmer wrote that it wouldn't have anything to do with hl1 being put hastily together, and of course not, it would be hl2 that they have made too quickly, not taking care of the continuity of the first game.
